Even were he ready to accept the new rules

and therefore travel second class it might easily

happen that on the same ship a member of the Senior

Clerical and Accounting Staff, possibly even in his own

department, might be travelling first, a most

undesirable position to arise.

In short, I do not consider it in the best

interests of the department that because an Assistant

Auditor's maximum is not above £800 he should have to

travel in the same class as, for instance, Lighthouse

Keepers, Revenue Officers, Police Sergeants, Inspectors of Works and Sanitary Inspectors, all of whom are

presumable recruited from an entirely different section

of the community from Assistant Auditors.
